Yes. Read what was sent to you when you subscribed to this list.
This is a Windows, not Linux, based list. And Perl has little to do with
setting up mail accounts (unless you want to automate it).
Go to http://www.redhat.com, and look for their section of the
Redhat mailing lists. Sign up for one of those, and ask there. Few of us
here use Redhat, we are Windows developers, primarly. You will need to give
more information, as it's diffcult to understand what you are looking to do,
PLEASE explain in more detail to them.
