The problem has been identified:  The "404  Not found" error on the web
had been replaced by a script to log these errors.  The script would still
create the correct message on the page, but send it with a status of "200
ok".  This made ppm think that it was receiving a PPD file when it
actually got an error page.

All this should be fixed by now and even non-hacked versions of PPM should
work again as before.  But this error should only have happened with
non-existing packages.  Existing packages downloaded just fine, as far as
I can see.
