The same way you subscribed to this one. :-)
It's probably easiest to use the web interface, but I know you can also
send a mail message to Lyris. I think it's all documented on the web:

It looks like the "charter" still needs some work though. :-)
There are also ActivePerl and ActivePython mailing lists now for general
questions about ActivePerl and ActivePython (no, the later hasn't been
released yet).
