Yes, as the others have suggested, you can ask your UNIX-related
questions on other forums.
However, I think you'll be surprised how much you can learn by holding
off on your question and giving this site a chance first:

*Years* of questions and answers from the comp.lang.perl.* hierarchy
are archived here. And oftentimes you can even find answers to your
Perl-Win32 questions.
Also remember that ActiveState archives its own Perl-Win32 forums and
provides a search capability for them.
Personally, I find it much more satisfying to use these resources and
get an answer on my own before asking people to take the time to
answer a question that has likely been asked many times before. Also,
I generally learn more this way. (In fact, I often use these resources
myself to answer questions in this very forum. :-)
Obviously, when there is new Perl release and a corresponding new
ActiveState release, there is going to be legitimate flood of new
questions. But a large number of questions asked here (and on USENET
as well) have already been answered many times.
And also remember that you have the following at your disposal:
* The Perl FAQ
* The ActivePerl FAQ
* The comprehensive Perl documentation
* perldoc
This rich set of documentation is one of the reasons that Perl is such
an enjoyable and rewarding programming environment.
