Sure. That shouldn't hold up the RFC generation if the idea's concrete. 
RFCing a proposal doesn't mean that discussion's over and that's what 
should go in--in many ways its a starting point for discussion. Once the 
RFC's been beaten about the head and shoulders some and fixed up is when it 
makes it into the "to be implemented" file.
