Once upon a time I had an unproposed proposal that the thing that distinguished @ from $ is that @ auto-flattens. So perhaps captures as well as arrays can be stored in @-variables, if you define flattening as the [,] operator. The reason I didn't propose it is because I couldn't figure out what to do with %.
