INDONESIA: LEGISLATIVE PROGRAM MANAGER

Summary
NDI will be hiring one Program Manager to assist in the implementation of a
legislative
development program in Indonesia. NDI's programs in Indonesia provide
political parties,
legislators, and nongovernmental actors with the skills and knowledge they
need to better
contribute to a self-sustaining, peaceful, and democratic political system.
The objective of the
legislative program is to help prepare elected officials at the national
level and party caucuses to
play a more meaningful role in public debate, policy development,
allocation of public resources
and government oversight, and to conduct legislative affairs in an ethical,
responsive and
transparent manner.

The Program Manager will focus on developing and overseeing legislative
strengthening
operations, constituency servicing and other related programs. The Project
Manager will organize a series of workshops focusing on the development of
responsive and ethical practices among
elected legislators, strengthening the role of political parties in the
legislature and in
consensus-building, and methods for enhancing committee procedures. The
Project Manager will
conduct consultations with political party leaders and members of the
legislature, and provide
technical assistance in developing strategies and mechanisms to better
function in the legislature
and improve constituency representation.

The Program Manager will be working as part of a six-member team of senior
staff, supported by
Indonesian staff, and shall coordinate legislative program activity with
other elements of NDI's
program in Indonesia. The position is based in Jakarta, Indonesia where NDI
has been
implementing programs continuously since 1998. The anticipated deployment
date of the Program Manager is January 14, 2001. A minimum commitment of
one year is expected.

Background

In June 1999, a little more than a year after the resignation of President
Suharto, Indonesia held
its first open, competitive elections in 44 years. In October 1999, the
Upper House (MPR), elected a new president and vice president, Abdurrahman
Wahid and Megawati Sukarnoputri in the most democratic and peaceful
transfer of executive power in the history of Indonesia. The establishment
of a legitimate government through these elections heralded a new era of
democratic consolidation.

With transfer of power from Wahid to Megawati in July 2001 through a
process that raised serious constitutional and legal questions, yet
unmistakably demonstrated the supremacy of the People's Consultative
Assembly (Majelis Perwakilan Rakyat, MPR) over the presidential office, the
new government has inherited ominous political and economic tribulations.
Democracy in Indonesia continues to face significant challenges in
reforming the legal system, combating corruption, stemming political
unrest, and ensuring civilian control over the military.

To address these issues, NDI is assisting Indonesian legislators to develop
capacities to
communicate with their constituents, engage more fully in legislative
debate, adopt rules of
procedure that ensure that each party can effectively participate in the
legislative process, and
develop ethics codes and regulations to better ensure transparency and
accountability. NDI
provides technical assistance to political parties at the national and
provincial levels, on a
non-partisan basis, through workshops and consultations on strategic
planning, platform
development, leadership training, communications and campaign methods.
Relying on its resident expert staff and an international network of
elected officials and legislative experts, NDI assists elected party
representatives and officials at the national and provincial levels to
develop
democratic practices and to conduct the business of law-making in an
ethical, transparent, and
democratic manner.

Primary Responsibilities

Develop and implement legislative training in consultation with legislators
and political party
leaders. Coordinate with other NDI programs in-country and in the region as
well as with relevant NDI program and regional staff, consultants, and
trainers.

Develop and maintain relationships with the U.S. Department of State,
U.S.Agency for
International Development (USAID), the United Nations Development Project
(UNDP) and other
organizations representing the international community in Indonesia.

Provide and facilitate technical assistance to political parties in the
legislature.
Supervise the drafting, publication and distribution of informational
resources on legislative
strengthening to members of parliament and interested parties.

Assist in fundraising for legislative programs.

Coordinate programmatic and logistical arrangements for training activities.

Prepare and submit bi-weekly program updates and periodic reports on
program activities.

Manage local staff and office.

Manage and reconcile program expenses.

Qualifications

At least seven years of experience as a legislator, legislative staffer
and/or political party official.
Substantial training experience in political organizing and legislative
operations.
Experience with conference/workshop organizing and facilitation.
High degree of organization and initiative.
Strong written and oral communications skills.
High computer literacy.
Experience in financial management and reporting.
Experience in staff management.
Professional or travel experience abroad.
Prior working relationships with the USAID (preferred).

Comments

The Program Manager will have the programmatic and administrative support
of the Indonesia
office as well as the support of staff in Washington DC. Salary range is
commensurate with
experience. Benefits and housing allowance are provided.
