The patch includes whole files actually (including the peruser core) so get the patch and you can get peruser source out of it easily. Add vanilla httpd-2.2.3 (known to work) and you've got the full package.
As of the project: It has been very quiet for some time now. We ourself use the little more developed version of peruser 0.3.0 which has variable multiplexer support, setting nice level and some configuration syntax rewriting plus handful of bugfxies. We submitted it on 18 May 2008 but it never reached the official release, probably not enough testers who would say that it works ok ( well ..it still works for us :P after almost a year later) or too much changes for some of us to put to test on production environment.
