Rails gets my vote,

One thing I can't decide at the moment is whether or not to consider the Rails ports to PHP, since I know PHP much better.

The biggest problem is that there seem to be so many of them to choose from. I'm looking at PHP on Trax at the moment, but a Google for "PHP Rails" throws up several options. From what I can tell by looking at sample code they're all pretty close to the sample code I've seen with Rails proper, except for the language they're in of-course, and it would save me learning a new language. But maybe learning something new is no bad thing. On the other hand maybe trying to fit myself into a framework way of working *and* learning a new language at the same time is more than necessary, and after learning a PHP Rails clone it should be quite easy to move across to Ruby+Rails.
