Z-F is one I hadn't thought about for some reason - I'll take a look.

Cake is something I came across when researching before I posted, but now I look at their website it seems to be one I managed to not explore previously, so I'll look at it now. <update>I just looked in more detail at Cake before I sent this, and it does look pretty good.</update>

Seagull looked more like CMS to me than framework, maybe I didn't look hard enough!
