I would think a single web cache on the internet connection would be the most productive, rather than one per class.

This might depend what sites are being used; if different classes have different usage profiles then there may be little gain from combining them (that said, there's always MS and AV updates). I would worry about potential points of failure and bringing down a whole school because one PC fails.

Also note that if you have (say) 30 people trying to view the same site at the same time in one room, the potential network bandwidth back to the cache can become a factor (using silly theoretical limits, 10Mbps internet and 100Mbps LAN, it only needs 10 pupils to make the LAN the bottleneck not the Internet...)
