[petsc-dev] Parallel LU solvers without ParMETIS

It would be helpful if solvers for which ParMETIS is an optional
dependency, e.g. MUMPS, could optionally be built with/without
ParMETIS. The problem is that ParMETIS screws up the licensing and
precludes commercial use.
