Looks like this commit was only valid with 6.0, so you'll have to revert it to use 5.1.12b. https://bitbucket.org/petsc/petsc/commits/4620623451f619bc2d23a7c3de5bdf5ee5fd0ff2 Is there a reason you prefer Scotch over ParMETIS?
