In either case --mpi-dir=/opt/intel/compilers_and_libraries_2017.1.132/linux/mpi is the wrong option.
Its a shortcut for --with-cc=/opt/intel/compilers_and_libraries_2017.1.132/linux/mpi/bin/mpicc - which you don't have.
