rdr and TOS

Hi,

I'm trying to setup PF to redirect some IP:port destination to localhost:port, 
but this seems not to work because PF uses rdr on incoming packets, not 
outgoing, at least on 3.2-stable.
My laptop has only one interface, so, is there a way ?
Also, is possible to alter the TOS of packets with PF ?
