Absolutely, but PF is so quick it will only really make any difference speed-wise if you're looking at 100's of rules and only _*if*_ you're have performance problems currently.
The real advantage of quick is management, it's easier to read a ruleset top-down, than bottom up, especially when most of the rules don't apply.
