Here is a possible config to simply limit the traffic: queue internet on em0 bandwidth 25Mb max 25Mb queue std parent internet bandwidth 25Mb default The new queues do not support "set prio", you would need to handle priority traffic with additional queues to reserve bandwidth - (using "min") - if high priority traffic is not using that bandwidth at a particular time, other traffic has a chance to use it instead (up to their "max" limit).
