Just in case anybody wants it, I wrote a small Delphi application that sets the regional date to MM/dd/yyyy. And yes, the case matters. It is 16-bit app, but it uses some Delphi tricks to update the Registry as well for Windows 9x. It permanently makes the changes, and then reboots the machine. If the settings are already "correct", you just get a message box. I originally wrote the app because of an Oracle article that I read.
