I think the problem is in Oracle with the default date mask.  It is probably
'DD-MMM-CCYY'.  It should probably be something like 'DD-MMM-RR'.  You'll
have to read the Oracle manual and figure it out.

What version of PowerBuilder are you running?  I believe versions before
5.0.04 are not Y2K compliant.  You should check with Sybase.
