Sathya,
 Your problem is not unusual at all.  The solution is,
as the bullfighters say, "OLE" (sorry for the pun,
couldn't resist).  You can create documents with tags
and store them on a server.  Put them in a secure
folder, and allow authorized users to edit the
documents.  You'll need to create a db table to store
the full path to each document, and another for
mapping db columns to tags.  Last but certainly not
least you'll need to create a nvo to handle the
processing.  Good luck.
