Federal regulators are expected to announce Monday that
the government will require registration of most drones to help
track operators who flout safety rules, according to an industry
official. The industry official said the Federal Aviation
Administration is setting up working groups of government and
industry officials and model aircraft hobbyists to work out
details of the registration system. The official wasn't
authorized to speak publicly and spoke on condition of
        anonymity.

So, there's no federal registration of motor vehicles. OR GUNS. But they
want to register drones. And it's a useless exercise, because there's NO
WAY TO ENFORCE SUCH REGISTRATIONS. Anyone can build a flyer from
commodity parts and open source firmware -- that means no serial numbers
or other built-in restrictions. Is the government going to ban
self-compiled firmware? Good luck, guys. And there's no way to VERIFY
the name/address of registrations unless the government is planning to
require credit card and/or social security numbers or the like -- and
bad players could evade those as well. So this is government security
theater run amok, as usual. More info when the official announcement
appears.
