"Users' Bill of Account Rights" proposed (for discussion) #1

"Users with accounts at firms that have more than (N million) users,
who have not used their accounts in illegal ways and have been locked out
of their accounts due to common authentication problems (examples here), must be provided at a minimum with mechanisms to identify themselves in
other manners (with escalation appeal paths to human beings) in order
to download all of their stored data that would have been available for
download before they lost access to their accounts. This must also include
mechanisms for this access in cases such as (but not limited to)
deceased spouses and similar situations, irrespective of whether or not
these users made arrangements for such access before being locked out
of their accounts."
