Hawaii's sirens aren't just for tsunamis -- why weren't they running for the 
fire?

There's been a bunch of press claiming that the siren system in Hawaii
is only for tsuanmis, and that if they'd been run for the fire, people
might have "run to higher ground and into the fires." Civil defense
now says they are general purpose sirens, AND IN FACT, I've now found
this explicilty stated on a government webpage noting wildfires as an
expected use! WHY WEREN'T THEY USED? -L
