Hi Rupika Have you installed pgAdmin 4 in upgrade mode or as a fresh installation? Please check if any other instance of pgAdmin is running and accessing the file "C:\Users\rupik\AppData\Roaming\pgAdmin\pgadmin4.db".
Try to remove the "C:\Users\rupik\AppData\Roaming\pgAdmin\pgadmin4.db" file and relaunch pgAdmin 4.
