I don't doubt Devrim's conclusions are good for recent Red Hat releases, but we might want to add some weasel wording saying that the required package set has moved around. Personally, my longstanding habit has been to select the "Authoring & Publishing" package set when installing any new RHEL or Fedora box, and as far as I can recall, that's always Just Worked for building PG docs.
