IDK, but I tried installing tcl87 as you showed in packages.txt, and REL_11_STABLE said:

The other thing that springs to mind, without any particular theory, is that FreeBSD 14 switched to OpenSSL 3 (but hadn't done so yet in your old current snapshot).
