why there is not VACUUM FULL CONCURRENTLY?

Hi

I have one question, what is a block of implementation of some variant of
VACUUM FULL like REINDEX CONCURRENTLY? Why similar mechanism of REINDEX
CONCURRENTLY cannot be used for VACUUM FULL?
