Ugh.  Also failed on 9.6.

Yea. Seems likely this indicates a proper, distinct, bug :/

I'll move the test into a new "reindex_catalog" test, with a comment
explaining that the failure cases necessitating that are somewhere
between bugs, ugly warts, an hard to fix edge cases.
