Not that much. I've been tweeting about that (in Turkish, sorry) and sending out announcements to local mailing lists for quite some time, but we not able to finalize the venue until last week. This is the 2nd one after last year. I will do a wider announcement next time, I promise -- and the new event submission policy on postgresql.org raised a barrier against adding an item to the website, but that is more a -www topic.
