Again, again, and again, patches welcome! PostgreSQL is an open- source project, and people contribute in a variety of ways, two of which include submitting code and sponsoring others to develop code. If you look at the todo list, there are *lots* of things people would like to see improved in PostgreSQL, but the pace at which PostgreSQL is improved and what is improved is driven in large part by what people are willing to do themselves or sponsor. If these are things you're interested in (and it certainly appears you are), why not contribute?
