From my rather short experience, docbook is quite complete for documenting
global ideas, but rather cumbersome if you want to describe the API very
precisely by hand. There are tools in the Gnome project to extract doc from
the code and generate SGML that simplify a large part of this work, but are
a bit customized for their purpose.
For pure API documentation, doxygen is nice. Many other packages don't deal
with C very well.
Anyway, having at least HTML and a good printed version from the same
documentation is really a Good Thing (TM).
