The PSGML mode for Emacs does a nice job at analyzing a DTD and providing
"correct" tags at a given point of a document. I don't know a good higher
level editor however. The capability of generating the SGML for an API is
IMHO necessary, as it's quite a boring task. As soon as I can connect to
doxygen's web site, I'll check if it does not generate some form of XML,
which could be XSLTed into docbook...
