Those packages are very old, more than a year. I removed them from the
sourceforge download server a few days ago when I noticed that people were still
downloading them.

The source code is maintained in CVS. To check out a copy of picogui from CVS
that you can update automatically, see the instructions at
http://sourceforge.net/cvs/?group_id=4764

Alternatively, you can download nightly snapshots from picogui.org. The URL for
the latest snapshot is:
http://pgui.sourceforge.net/cvstgz/pgui-dev-latest.tar.gz
