Well, we've already got a solution for that- Widget Templates. There's some info on 
the Wiki if you're interested, but basically it's just a way to store GUI layouts in 
an efficient compiled format that can be defined in XML. So far pgserver can load 
widget templates, but there's no compiler yet. Eventually we hopw to have a GUI editor 
for widget templates.
