Actually, at least the 'sc3ts' driver that I wrote is rs232, but iirc, there
are others as well. Just grep the source for /dev/tty, your description sounds
like it should be very similar. The sc3 protocol is one of the flavours of
interfaces also known as DynaPro. It is quite common, so you might even
be able to just use it.
