I think that's the wrong direction.
It needs a simple build system. Not simple as in "it does everything automatically", but simple as in "you don't need special tools , and everybody understands the used tools".
Which leaves basically handwritten Makefiles, which ideally would be well commented.
I very much agree to Alexander. In the ideal case for widespread
embedded use, the minimum requirements would just be Make and ANSI C
toolchain. This issue seems to come up once a year :-)
The license:
what about OS's which don't have dynamic linking, but only static linking ?
The plain GPL/LGPL has a problem.
I don't know Micah's intentions exactly, but it seems that GPL with an
eCos-style exception could be an alternative to the LGPL.
