Knowing that INRIA as a French organisation provided substantial
support to kickstart Pharo, without which Pharo may not have happened,
I fully understand why Pharo's is governed by French laws.   The
funder gets to make to rules.  The situation may be different once the
Pharo Consortium builds a substantial enough income stream to be self
governing - but you would gave to be pretty confident to leave the
backup of the family nest.
