Because you do not want to have them on the background all the time.

save is present in the pharo (old squeak) flap.

May be the button should be smaller.
I can make several tries.
The idea is to avoid the big blank screen and to make first screen
homey (accueillant in french, I'm not sure in english).
It must not be to intrusive too, this is why it is hidden when you
have more than 3 windows.
I can remove some buttons, add others, add a welcome text...

here is a proposition of a front morph that shows pharo logo plus
6 big buttons (About, Version, What's new, Browse, Save and Update).
It is only visible when World has less than 3 windows.
So, if you want to see it after having loaded the package, you maybe
have to close some windows.
It is on PharoInbox (PharoFront package).
