Paypal has some funny rules that don't make alot of sense to us on the outside. I used them to send $2000.00 to Australia, they had the $2000.00 from my Bank Account, they would not give the man in Australia more than $500.00 per month, although he owed them no money, and I told them it's my money and I want them to give it to him. They refused, they instead returned the money to my bank account, and I then had to do a bank transfer without paypal. I tried to understand their explanation, but couldn't. It seems they were trying to protect me from myself. In my nearly eighty years I never needed their protection, and still don't.
