Take a real close look at the felt pads that position the governor flange. Are the ends that contact the flange mushroomed out? Is the entire face of the pad(s) in contact with the flange? If the answer to either question is "yes" then replace them both with new F-1 or F-2 natural WOOL felt. Do not use a felt with any plastic fibre in it. Only very light lubrication is required.
