Spray them with a rust dissolver or soak the whole thing in kerosene for a few hours. Then, make sure you use the correct screwdriver... a gun screwdriver set or micro screwdriver set is best. To get some extra torque on the screw, use vise grips fastened to the screwdriver shaft using one hand, while pressing down firmly on the handle of the screwdriver with the other hand - then twist.
