Bug description: FILTER_VALID_EMAIL passes without top level domain
Description:

FILTER_VALIDATE_EMAIL is passes addresses with out top level domain (i.e.,
.com, .net, etc).
Reproduce code:

var_dump(filter_var($email_address, FILTER_VALIDATE_EMAIL));

var_dump(filter_var($email_address, FILTER_VALIDATE_EMAIL));

var_dump(filter_var($email_address, FILTER_VALIDATE_EMAIL));
?>
Expected result:
