Bug description:strftime for %x returns wrong format in Dutch
Description:

The format outputted in Dutch for %x is "dd-mm-yy" while it should be
"dd-mm-
yyyy"
I'm from the Netherlands and can assure you nobody writes or uses dates
like "dd-
mm-yy"
Test script:

setlocale(LC_TIME, "nl_NL");
echo strftime("%x");
Expected result:
----------------
13-12-2012
Actual result:
--------------
13-12-12
