strftime() uses the system's locale information — PHP itself doesn't handle 
the localisation in this case.

I'd suggest reporting a bug on the Debian bug tracker against the relevant 
package (locales, I think, but you might want to check).

The format outputted in Dutch for %x is "dd-mm-yy" while it should be "dd-mm-
yyyy"

I'm from the Netherlands and can assure you nobody writes or uses dates like 
"dd-
mm-yy"

Test script:
---------------
setlocale(LC_TIME, "nl_NL");
echo strftime("%x");

Expected result:
----------------
13-12-2012

Actual result:
--------------
13-12-12
