Nothing new goes into the core distribution unless agreed upon. Instead 
all new extensions go into PECL 
(http://pecl.php.net/account-request.php). We are even moving extensions 
in the core to PECL - ones that are not that often used.

If you want I can move the extensions to PECL where you then can work on 
it. If you don't want to have them here then we'll have to remove them 
from the core distribution. We can always later move them back to the 
core if the majority of the developers think it is worthwhile to put 
there.

Frankly, I don't think this extension warrants this yet and there are 
many more things that should go in to the core first.
