Lack of replies does not indicate implicit permission. Since about 2 years, ALL new extensions no matter how useful they may seem start their life in PECL not php-core. Later, if there is a consensus, it may get adopted into the core via a symlink. I have to wonder what rock have you been hiding if you were unaware of this policy.
