[PHP-DB] read file on LAN

hi,

I have problem with read file on my LAN.
if I read 
 echo readfile("c:\\200303.atu ");
its work ok, but if I read
 echo read("\\\\Billy\\income\\200303.atu");
its doesnt work

where is mistake?
can you help mi?
