mmmhhh...
REFRESH????... maybe you are not calling your script again, and
using a cached version of the send page...
try this:
<?php
$fp=fopen("mylog.log","a");
fwrite($fp,"sending " . date("YmdHis"));
fclose($fp);
mail(....)
?>
and look your mylog.log
