On suggestion is to have a "vote" for a bug. The more votes the more
attention should be devoted to it. In Bugzilla you have the option of
voting for bugs although I'm not exactly sure how much weight is attributed
to the score. While it shouldn't be the only metric, I think it could help
on solving some contingencies for attention.
