I have to agree with you on this one. I WOULD subscribe to the bug list, and i do read the bugs that catch my eye, but most of the time I get bogged down with bug that fall well out of the scope of this forum, and are in areas that i don't have much knowledge. I think the seperated forums would make the discussions a bit more manageable.
You have a great point that with the cvs access though. I think have cvs access should REQUIRE you to be a member of the PHP-Bugs list. If you have access, you get the bug reports.
